Kyiv “Hospital for Scientists of the National Academy of Sciences of Ukraine,
No. 5000 dated November 03, 2016), revised by the Cabinet of Ministers of Ukraine before the second reading, according to which, inter alia, the following was determined:
to increase development expenditures under the general fund under the budget program “Training of higher educational institutions of III and IV levels of accreditation and ensuring the activities of their practice bases” (code 2201160) by UAH 167,000 thousand; to increase consumption expenditures under the general fund under the budget program “Payment of academic scholarships to students (cadets) of higher educational institutions” (code 2201190) by UAH 1,985,722.5 thousand, excluding the budget program “Payment of social scholarships to students (cadets) of higher educational institutions “(code 2201300) with consumption expenditures on the general fund in the amount of UAH 1,985,722.5 thousand; to provide for the general fund https://123helpme.me/write-my-lab-report/ development expenditures under the new budget program “Subvention from the state budget to local budgets for modernization and renewal of material and technical base of vocational schools” (code 2211210) in the amount of 50,000 thousand UAH, reducing the general fund consumption expenditures for the budget the program “Training in vocational schools for professions of national importance” (code 2201030) for 50,000 thousand UAH; increase consumption expenditures under the general fund under the budget program “Professional development of medical and pharmaceutical personnel and training of scientific and scientific-pedagogical staff in the field of health care, training and advanced training of persons providing home care” (code 2301080); provide for expenditures under the new budget program “Medical care for employees of the National Academy of Sciences of Ukraine” (code 6541100) in the amount of 65,284.9 thousand UAH, including the general fund – 64,626.4 thousand UAH (consumption expenditures – 59,769.4 thousand. UAH , of which wages – 38,500 thousand UAH, utilities and energy – 8,250 thousand UAH, and development expenditures – 4,857 thousand UAH) and the special fund – 658.5 thousand UAH (including consumption expenditures – 599, UAH 7 thousand, of which wages – UAH 439.4 thousand, utilities and energy – UAH 21.6 thousand, and development expenditures – UAH 58.8 thousand), excluding from the list of health care facilities, which are transferred to financial support from local budgets, in Annex No. 10 to the draft law on Kyiv “Hospital for Scientists of the National Academy of Sciences of Ukraine, Kyiv “and increasing the special fund revenues under code 25010000” Revenues from fees for services provided by budgetary institutions in accordance with the law “by UAH 658.5 thousand making appropriate changes to Annex No. 1 to the draft law; to increase consumption expenditures under the general fund under the budget program “Diagnosis and treatment of diseases with the introduction of experimental and new medical technologies, specialized consulting and outpatient care provided by research institutions of the National Academy of Medical Sciences of Ukraine” (code 6561060 ) by 817,742 thousand UAH (of which wages – by UAH 309,669.5 thousand, utilities and energy – by UAH 50,219.7 thousand), excluding the budget program “Payment for medical services provided by clinics of research institutions of the National Academy of Medical Sciences” (code 6561140) with consumption expenditures on the general fund in the amount of UAH 817,742 thousand; to provide for the general fund consumption expenditures under the new budget program “Implementation of a pilot project to change the mechanism of financing medical care in some research institutions of the National Academy of Medical Sciences of Ukraine” (code 6561160) in the amount of 200,000 thousand UAH, reducing the general fund consumption expenditures under the budget program “Medical subvention from the state budget to local budgets” (code 2311410) by UAH 200,000 thousand with the corresponding amendments to Annex No. 6 to the bill to reduce the total amount of this subvention); to provide for the general fund of development expenditures under the new budget program “Construction of the medical and rehabilitation building of the National Institute of Cardiovascular Surgery. Amosova NAMNU” (code 6561840) in the amount of UAH 7,009 thousand; to increase expenditures under the general fund under the budget program “Scientific and organizational activities of the Presidium of the National Academy of Arts of Ukraine” (code 6571020) by UAH 1,461.1 thousand, including consumption expenditures by UAH 1,386.1 thousand (of which wages by 410 UAH thousand, utilities and energy by UAH 122.4 thousand) and development expenditures by UAH 75 thousand; to increase the general fund development expenditures under the budget program “Fundamental research and training of scientific personnel in the field of art history” (code 6571030) by 1,038.9 thousand UAH.
The above conclusions were also taken into account when voting for the 2017 Budget Law.
What can be said in the end.
We are entering the New Year with a new budget, the main achievement of which is to increase the minimum wage to 3,200 hryvnias and a significant increase compared to 2016 in funding for education and science.
Unfortunately, it has not yet been possible to resolve the issue of diversified funding of educational institutions and research institutions from different budgets, ensure the payment of salaries to all school staff through the education subvention, problems with university special funds and ensure students’ right to scholarships.
However, I believe the Prime Minister of Ukraine Volodymyr Groysman, who during his speech took personal responsibility for creating and ensuring the reliable operation of the mechanism according to which any school, any vocational school, in the absence funds in the local budget, should receive adequate funding from the grant fund, the amount of which is set at UAH 14.9 billion. from the first of January next year.

Yesterday, the Committee on Science and Education held a round table on the launch of the National Agency for Quality Assessment of Higher Education and Academic Integrity. The meeting was attended by well-known public activists-fighters for quality education and science – Iryna Yegorchenko, Svitlana Blagodeteleva-Vovk, Tetyana Parkhomenko, Viktor Dosenko and Yevhen Gayev, who are also representatives of the academic community. The newly created NAME was represented by the newly approved head of the secretariat Serhiy Khrapatiy and one of the elected members Nikita Andreev. There were also representatives of the students – Alexandra Novik, Nikita Evstifeev. The meeting was also attended by the Director of the Office of the American Councils in Ukraine Yarema Bachynsky.
The discussion was quite lively and even sharp. The issues of teachers’ disenfranchisement and their dependence on university administrations, problems of low-quality dissertations and independent evaluation of the work of academic councils on defense were raised. Ms. Tetyana Parkhomenko presented her calculations of the losses that, in her opinion, are borne by the state budget of Ukraine, paying for the work of scientists who defended low-quality dissertations.
Since we expect NAME to start its work in the near future, it will be its responsibility to carefully check the quality of education and science at the university. A separate ethics committee within this structure should analyze complaints about academic dishonesty and make appropriate decisions. During the meeting, it was repeatedly suggested that the trust in the National Agency will largely depend on its ability to make fair decisions on these pressing issues. According to S. Khrapatiy, such decisions should be made clearly in accordance with the legislation of Ukraine, although most of such legislation and relevant legitimate procedures have yet to be worked out.
Representatives of the students actively expressed proposals for institutional reform of the quality assessment system of education and science. However, Ms. Oleksandra Novik offered to teach academic integrity from school, and Mr. Yarema Bachynsky agreed.
Ms. Iryna Yegorchenko made an interesting report on the practices of academic fraud, which she systematically analyzes. As a result, it became clear that the victims of fraud can be honest scientists, so it is very important to fight for academic integrity carefully, without turning it into a plane of personal persecution.
In general, it must be said that the problem of academic dishonesty is another important problem that we will have to solve in today’s conditions. Dishonesty in its various forms is a manifestation of corruption in the academic sphere. It negatively affects the reputation and position of Ukrainian science and education, including a reduction in funding.
In some cases, academic dishonesty reaches catastrophic proportions in our country. We will not hide from ourselves, in particular, the fact that we have a developed market for black dissertations, the profitability of which is extremely high.
In academic circles, it is accepted to consider academic dishonesty, as well as plagiarism as a moral problem. This is somewhat natural, and we should agree with Mr. Yarema Bachynsky, who said that white should be called white and black black. Speaking about the moral side of the problem, it is easier to draw public attention to it, which is what public activists are doing successfully today.
On the other hand, under such conditions, we risk not understanding the depth of this problem. Of course, plagiarists and corrupt officials deserve moral condemnation and appropriate sanctions. But it must be understood that repressive methods of combating plagiarism cannot be effective in a strategic perspective. In addition, today, unfortunately, there are no reliable legal mechanisms that would allow us to prosecute for plagiarism, for the purchased dissertation, or even for the sale of dissertations.
